Elizabeth “Ibby” Biby Bandercan was born in Washington, DC, and grew up in Arlington. She has been visiting Rappahannock County from NOVA since she was a child. Her parents own 22 acres in the county. After moving South, she spent each summer visiting and helping her parents with their property in Rapp County. She made the move to Rapp County full-time in 2020 after retiring from teaching in Houston, Texas. Since moving to Rappahannock County full time, she has been busy volunteering at the food pantry, coaching recreational soccer, volunteering with the Washington Volunteer Fire and Rescue Department, forming and leading the county’s free shed volunteer group, substitute teaching, and mentoring through a local non-profit, The Headwaters Foundation. She saw a need for helping those who have properties in the county, like her parents, yet who live busy lives in the DMV region. She is fluent in French and Spanish. Ibby holds a BA in French and has 'post baccalaureate studies' (certification) in Education from Tulane University in New Orleans, LA. She taught secondary French, ESL, Reading, and ELA in New Orleans, Louisiana and Houston, Texas area public schools. References are available.
